EBID Strengthens Water Infrastructure Through Partnership with the New Mexico ISC

Jorgianna Ellis

The Elephant Butte Irrigation District (EBID) is currently in the midst of a major, multi-year infrastructure improvement effort made possible through funding from the New Mexico Interstate Stream Commission (ISC). Through a combination of capital and special appropriations, EBID received just under $12.9 million to help improve and protect some of the District’s most critical infrastructure.

This funding is focused on upgrading and improving operational equipment used for the maintenance and enhancement of dams, drains, and other water conveyance structures throughout the District. These investments play a key role in improving stormwater capture, increasing water storage capacity, and supporting aquifer recharge efforts in the Lower Rio Grande Basin— strengthening long-term water management across the region.

The funding agreement is fully executed and spans a four-year implementation period. EBID is actively advancing multiple projects simultaneously, with work already transitioning from planning and design into construction and on-the-ground improvements. To date, the District has invested approximately $5 million during the first year, reflecting steady progress and visible activity throughout the system.

EBID is grateful for the continued partnership and support of the New Mexico Interstate Stream Commission. This funding enables the District to make long-term improvements that support local farmers, protect downstream communities, and enhance the reliability of water delivery and flood control systems for years to come.
